i130 waiting times confusion

Hi there, looking at the california processing link http://www.immihelp.com/timings/california.jsp I wondered if anyone was thinking it was strange that the citizen i130 filing for a child over 21 was taking longer to process than the permanent resident i130 filing. My mother is a permanent resident and my step father is a citizen, from when they got married i am classed as his daughter according to the uscis, I dont understand why it would take longer to process than a permanent resident. I think that they applied for me through my step father thinking it would be faster and now looking at that time list it seems its not so fast. I am confused.

can anyone enlighten me?
