I am a us citizen.I apply immigrant visa for my mother last year.Also I have a sister 20 year old.I don't know why, all this time I was thinking only children under age of 18 can come with parents(what a stupid I am!).Yeasterday my mom went to embassy for interview and they ask her to bring my sister birth certificate and come back next week.Can anyone help me ...why they ask birth certificate for my sister,is it she will get visa too? if not then is it late for my mother to add my sister since she is under 21?please help me!

Sorry, but a sponsored parent of an US Citizen can not bring the rest of the siblings... even if they were 1 month old. They require the Birth Certificate for some other reason.
Your sister can not be a dependent on your mom's petition. Your sister can not get a visa in this case.

Your sister is not going to get a visa immediately. Either way (you sponsor her or your mom as a Permanent Resident) is going to take a VERY LONG TIME.
