No updates for I-130

Can you kindly let me know what is the reason that processing date for I 130 US citizen applying for spouse (Vermont center)is not being updated for last three months in contrast to Processing date for I 130 US citizen applying for spouse (Californian) is being regularly updated. Is that the technical error or a delay?

I will be grateful if you can reply at your earliest convenience.
