do i need i 864 with i 130 file together?

I was reading in the page for i 864 and it says that it should be submitted with I 130 same with i485 is this true?

i-864 needs to be submitted WITH i-485.

if the person who is applying for the GC is outside of the USA, then they can not file I-485... so first step is only the I-130.

As joint sponser, should you fill out a new form in addition to the the primary sponser fills the form 864. that mean two 864 form one from primary sponser, the petiotioner, and second one from the joint sponser. Pllease commnts on this. Thanx.
