Gerencard for brother

Hello
I am in the process of filing a green card for my brother..Any help will be appreciated.Which one of these two options should I pick?
One is that I file his green card and it takes 7 yrs for his turn to come as I am a citizen second is that I file a green card for my mom who has a visitor visa for USA for ten yrs and then she files for my brother. how much time does she have to stay in USA when she gets her green card before she can travel back to India and which one is the shorter best route?

If you mother get a green card, she is expected to live in the US. Short visits outside the country are OK but her permanent residence and tax home is to be the US. She can travel for a visit shortly after all of her paperwork is processed.

If she is not interested in doing this, you should not file for the green card. If she should get it and appears to live outside the US, it can be revoked.
