Green card Application for Parents

Hello,
We want to apply green card for our parents who are currently staying with us on Visitor Visa. My first question, is it risky to apply for Green card while they are here, and do we need to send I130, 864 and 485 all the forms together? Please advise

1.- Yes, it is risky. USCIS could accuse them of fraud by using their visitor visa with immigrating intent.

2.- You have to send all forms together.
