I 130 Question

Am applying for I-130 AND I-485 for parent;B2 expires 07/19;I just e-filed my 2007 tax returns on 06/27 and have an acknowledgement and a Declaration Control Number (DCN) for my e-file status.My local IRS office says they can only certify my tax returns after 2-3 weeks when it shows up in their system.
Q1. How critical is it that my tax return be certified by IRS prior to submitting to USCIS ?
Q2. What is the latest date that the USCIS should receive the application so that status is not violtaed?
