Need help on Expired Immigrant visa for father

My father had multiple entry tourist visa expiring in 2009. He got his immigrant visa in 2006 and got his medical reports in a sealed envelope to get ready to come to US. My mother became sick and my father dropped his plans to visit US. His immigrant visa expired in 2006. We did not know that his tourist visa was also cancelled. He went to the airport in Delhi and was returned home because his one visa expired and the other was cancelled.

We went to US embassy in Delhi and they asked us to fill out I-864A to reprocess the GC appplication. They also asked us to resubmit all the affidavits, photos, police verifications. But they did not quite explain the whole process. Can anyone tell us what to do? My mother has since passed away and I want to bring my father here for a change of scenario since he is quite sad after her loss 4 months ago.
