    I am a USC.
    My parents overstayed their visitor visa > 1 year and left in 2001.
    I know about the 10 years ban and was going to wait until that is over before I apply for a GC for them.

    My brother is planning to get married soon and want to have them come over.
    Is it possible to get a visitor visa for my parents?

    Also, will it be difficult to get a GC for them since then overstayed even after the 10 years ban is over with.

    Depending upon ...

    ... the period of overstay, it should not be too big a problem for you. If I got your message correctly, they over stayed by a period of 1 year, which may make it tricky. You need to convince the VO that they will surely not repeat the same again.

    Just play is easy and make sure your documentation and financials are as perfect as they can be.

      If they got a 10 year ban then they got to wait 10 years. There is not a way around it except for perhaps a I-601 waiver based on extreme hardship... But what exactly will be the hardship here?

      Your parents violated the terms if their visa, and even if a VO issues a new visa, the IO at the port of entry could deny admission. Not even filing for a GC is exempt of this 10 year ban.
