    Hi,

If an approved I-130 case is not given I-551 or greencard after years of wait, can he/she sue the USCIS? Can he apply of citizenship? Please get back to me with what help you can offer in this case.

If the priority date is not current, the person may not get the greencard and you can't sue USCIS for that. No, the person can't apply for US citizenship. Greencard is needed first.

If the case was approved 15 years ago and still never got a priority call from USCIS or never received the greencard then can an applicant/beneficiary go to court against USCIS?

I recommend that you check with an immigration attorney in your case.
