Rfe I - 864

I do need your advice on this please. I am married to Us citisen and file for the aos. Unfortunally my wife did not meet the poverty guideline. My brother helped by filing I 864 . Unfortunally the form was rejected. we are asked to file I-864 and I 864A. Does he have to notorize the I 864a or not?
