Hi, i am confused please help me out, we had filed for I-130 and mailed to Chicago Lockbox in September, by the end of September we had received our 1st letter to notice stating that they have received our application, now just 2 days ago we received another letter that our application has been forwarded to California for further process, but to our best knowledge our application should have been forwarded to Vermont rather then California since my wife (USC) is from Pennsylvania, is that normal or is there a method/reason the benefit center decides were to send the application, any answer would be appreciated
