I'm sponsoring my in-laws. Their I-130 has been approved. I've paid the AOS fees and sent out the I-864 documentation. The next step is to pay IV fees and send Civil documents. (Birth Certificate, Marriage Certificate, Police Clearance (District and passport office), Passport photo copies and Photographs). I've paid the IV fees online but having issue with PCC.
For PCC there are two types required (for people living in India whose passports have been issued more than 6 months ago, which is the case for my in-laws): 1. District level 2. From Regional Passport Office
They'd no problem getting 1. but are getting stuck with 2. It seems that the rule is changed from Dec 18, 2008. The regional passport offices were issuing this clearance certificate (essentially a stamp on passport) earlier but since Dec 18 they've stopped doing it, the only way they would issue such PCC is when you show them Visa Appointement Letter. It's essentially a catch-22 situation.
FYI, this is the case for Ahmedabad Regional Passport Office.
I would appreciate if anyone could post how did you solve this problem.
