Please help me for applied GC......

I am us citizen, my parents have green card but no income, and my younger brother 21 older unmarried get us tourist visa for six months, he is come here on tourist,

can i applied for here his greencard with work permit when he is here on B2 or my parents they have greencard ? can i do that ? if yes, he can stay here untill his GC process finished or he suppose to go back? because he is only alone live there.
