GC for Parents

My husband just sent in his N-400 for Citizenship... In order to petition for his parents GC, does he have to wait until he has his interview and is approved, or can he submit the paperwork now?

No,
You have to wait until you got your citizenship certificate. as it's the main document for filing petition
