Applying GC for brother who is unmarried over 21 years old

Please help me i am new in this forum, i am US citizen and my parents have greencard. we have to apply GC for my brother who is in india. please help what is best for him,

(1) If APPLAY MY PARENTS THEN HOW MANY YEAR TAKES ?
(2) IF I WILL APPLAY THEN HOW MANY YEARS TAKE?

If you apply, 10 to 12 years. I don't think your parents can apply till they become US citizens and once they do the difference from you applying or them is about 2 years.
In short, 11 to 12 years for you.
Around 10 years if US citizen parents.
