GC for parents and brother

Hi everyone

I just became a USC and I want to petition my parents for GC. My brother is already here in US on student visa and he is 16 years old. I want to petition my parents when they are here on visitor visa from Vietnam.

My question is can I petition for my brother at the same time with my dad or mom. Since he is 16 years old is this based on derivitive status. Some people say that I cannot petition my brother at all and only for my parents. Please advise. and also if I cannot petition for him what can I do?
