visa bulletin or USCIS Processing Time Information??

i'm a bit confused.. i have a petition on file f2b, and I was checkin' on the latest update.. i checked on the visa bulletin and the current date is dec 1,1997 as of march 2009.. but my friend who has also a f2b on file told me to check on the USCIS Processing Time Information for our
California Service Center.. she told me that this is the date to follow, which is June 22, 2001..
may I asked, what will be the basis for such case.. the visa bulletin or the USCIS Processing Time Information for our
California Service Center..

Cut off date for April 2009 for F2B Philippines is 15 JAN 98. That's the one you should follow.
