Green Card/Inviting Spouse

Hi there,

I would like some information and help... My sister she will be married to her fiance this summer. Her future husband got his green card that he won 5 years ago on dv lottery.

What exactelly i want to understand if he s got the right to invit her to Usa and live with him ? Or he needs to wait for his citizenship???? I realy appreciate your help sir or madam.
