I hope someone can clarify this for me, regarding follow to join benefits for spouse:

Is it still in effect( Philippines )?
What are the qualifications for it?
Is there a wait for visa number to be available?
Regarding the form I-824, what will I check for the reason from all the option?

I got married even before I got my permanent visa(through employment Aug 06)), I got this visa when I was currently living and working here in the US through a working visa. Unfortunately my wife is still in the Philippines when all this happened. I thought when I got the greencard that she will be able to join me here right away, but my lawyer said that she will be in the EB3 category and she would have to wait for a priority date( right now its unavailable ).
Is this correct, is there any other faster way for her to be able to join me?
