Marriage based green cards

I am a US citizen residing outside of the US with my spouse in his country -he is not a US citizen...I read that it is possible to file an immigrant relative petition for a spouse to come to the US(marriage based green card)- whilst residing outside of the US -and that the petition can take a shorter period of time -16 weeks
Can you provide me with more info on this proceedure -I have looked through your site and cannot find more
