Marriage based green card questions

Hi..,

I am US Citizen. and planning to get married to an indian citizen who has 10 years multiple entry tourist visa of US.

I have few questions about my approach towards her green card petition.

what is better, I ask her to come to US and we do court marriage over here start the file over here? or I should go to india for court marriage and begin processing in India?

she can not enter the USA with the intention of marrying you and start the paperwork here. that would be using her visitor (non immigrant) visa with immigrant intent.
