Medical evaluation for greencard

I am curious what this is for? I am planning to apply for a greencard for my parents and am worried if my mother will qualify if there are medical restrictions. She had a stroke a year ago and is disabled (physically and mentally ) for this. I am afraid they will reject her based on her disability. Any thoughts?
