I-130 approved

Hello think I am in a bind. My wifes Kids I-130's are approved. Waiting on Consulate interview In Juarez. The Question Is I cannot get a passport due to Child Support. I have had custody of my son for a year yet they didn't terminate order. Working on that but don't think will be done by the interview. Do I need to be present. Like I said the I-130's are already approved and at the Visa center. I can't seem to find a good map of Consulate in Juarez. Or get anyone on the phone to answer my question. any help would be great.
