I think if the new bill is approved all the family catagory will have double the visa numbers so there might be big jumps.

Only oversubscribed countries like Mexico & Phils. will have bigger quota when the bill becomes law. All other countries might even get less quota because the total # of FB visa quota will not increase in this bill.

I thought instead of 7% it will be 14%limit per country

It will be 15% instead of 7%, But like mtouch has mentioned earlier that it is only good for a few countries such as Mexico, Philliphines, India and vietnam. It will have a negative impact on other countries.

It's like this: if your country is not oversubscribed (you are in the worldwide group) your country does not exceed the 7% total quota. Therefore you don't need the 8% increase (15%-7%). For oversubscribed countries (where visa applicants exceed 7% quota) they will benefit because the additional 8% will increase the total visas that will be available to their country.
