USCIS released their prediction for visa bulletin in 2013. Please see details below:

VISA AVAILABILITY IN THE COMING MONTHS

FAMILY-sponsored categories (monthly)

Worldwide dates:
F1: three or four weeks
F2A: four to six weeks
F2B: three to five weeks
F3: one or two weeks
F4: one or two weeks

The above projections for the Family categories are for what could happen during each of the next few months based on current applicant demand patterns. The determination of the actual monthly cut-off dates is subject to fluctuations in applicant demand and a number of other variables which can change at any time. Those categories with a “Current” projection will remain so for the foreseeable future, with the possible exception of the China Employment Fifth preference category mentioned above.

my pd june 2004 from india in f3.how much long wait me for visa turn.i heared us govt passed a new rule for illegl people those are immidate reltive of us citigen already styed in us,given to visa with a special fast six month process.that type people counting near abought 10-12 lac.if 10 lac application removed from waiting list mean fast progress in all family category and reducing time period.please ansring and discussion abought this.i think effected on all family category.

thats only for immediate relative, which is spouse, parents and children.I dont think it makes any difference to any other catogary

Hi Puddy, it is good to know that you are from Jamaica also. My priority date is February 11, 2003 and I received my approval in October 2009. I have not received anything since. As our PDs are close we could share the rest of the journey ahead. Hoping the wait will not be too long.

my pd is 10th of january 2003, and i think i am the last one who rececived ds-3032 in the month of july 2012. in f3 category.

Thanks, yes i have done all other procedure, except submission of visa application, which is lengthy for obtaining police clearances from various parts of my country i lived.

From what country are you ? Don't wait too long to complete your papers. I think you're given only 1 year to complete. Read the instructions carefully. Correct me if I'm wrong.

" if a period of one year passes without contacting nvc (by email, telephone, or by mail) all submitted fees
and documents will expire. Upan expiration, the fees and documents will need to be resubmitted in order to
continue the immigration process".
