My parents aged 72 and 67 are coming to California on a Green Card. I understand they are eligible for Medi-Cal coverage because of their age and because they will have no income in the US. Are there any new restrictions to receiving this coverage? Specifically, will they be disqualified because they have some income in India (meager interest income of less than $100 a month)?

No.
For first 5 years, the sponsor's income is considered as part of the immigrant's income and that income must have been higher to be at least 125% of the poverty line for the household size.
Therefore, they are not eligible for Medicare, Medicaid, Medi-Cal etc.
