Finally Approved

Our problem is that after so many probms with our immigrtion process (almost 3 years) my husbands interview was in Cairo on August 11 and he was approved ut they lost a document that was sent. My divorce decree and they aid they have to have that before they can process the Visa. I sent another one and I waited for over 3 weeks to learn the next one got lost in the mail. Then I paid for and obtained a new one and sent DHL, payig alot of money and it was receied and signed for 1 week later onSeptember 7 and they called no on Septembe 13 and said they still have no received it evn though I have prof it has been received and signed for at the consulate. What to do now? Is there someone I can file a complaint with about the irresponsible handling of all of this? I have searched and cannot see who I can complain about this to and it i holding up my usband's visa even more now even though he is approved. Now also his passport will expire in 7 months and I know hehas to have at least 6 months valid on hispassport as well.
