Applying for spouse in India

I need some info on USC getting married in India & applying for immigration.
My question is
1 Which one is faster process,consular processing or filing here in US?
2 For consular processing,what is the residency requirement in India?
3 If we file here in US,how long it'll take to complete the process(any estimate)..
