Need Help on I-130

If My wife a US citizen applies for he mom I130, can my wife brothers and sisters who are under 21 comes with mom at the same time. Does my wife need separate I130 for each or they can come on the same I130 for mom.

What is the age where children can come with mom for I130. 21 and under????????
