required correct information to file for parents

i am permenent recident right now. i would like to file for my parents. have question that is it better to file for my parents after getting citizenship or can i file now?
does it take more time when permenant resident file for parents ?

i got some information that if i pay about $680 for file of my parents process will be faster. is it right or just fock information ?

should i file now or should i wait till i become citizen ?

You can't sponsor your parents greencard while you are on greencard. You need to be US citizen first.
