Which is better and faster my wife a US citizen applying I-130 for her Mom and at same time apply I-130 for he brothers and sisters or My wife apply for her mom then her mom applies for her daughters and sons.

FAMILY-SPONSORED PREFERENCES
First: Unmarried Sons and Daughters of Citizens: 23,400 plus any numbers not required for fourth preference.
Second: Spouses and Children, and Unmarried Sons and Daughters of Permanent Residents: 114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, and any unused first preference numbers:
A. Spouses and Children: 77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;

As you can see, if her mom gets her GC then the categories F2A and F2B depending on the ages of her children apply which takes 4 and 8 years respectively after her mom becomes an LPR. However if she applies for her brothers or sisters, it will take up to 11 years at this time. If you decide to take the first option, her children ought to remain single till their mother becomes a US citizen which in that case their category changes to FB1 with 6-7 years or FB3 as married children with 9 years of waiting time. These options apply to all countries except Philippines and Mexico.
