Here is my situation, I am a new citizen, and I want to bring my mom and my sister who is under 21, she is 20 now to US, what is the best to do it. should i file for my mom and when she becomes a pr she could file for my sister so it would be quicker, or should i file for my sister as well. and what are rough steps if they are abroad.

You can file for your mother now and she can come over immediately. However, before you do that, make sure to read https://www.insubuy.com/new-immigrant-insurance/-plans/ It is not a rosy scenario.
You can file for your sister as well under F4 category. Once your mother gets the citizenship, you can transfer the petition through her. However, doing that does not save much time, if any. Your mother can not sponsor your sister because she is 20 now. She will be 21 by the time your mother gets the green card.
Approximate numbers:
F4 directly - 12 years
Alternatively,
Your mother's green card - 1 year
Your mother becomes citizen - another 5 to 6 years
Your mother takes over your sister's application. Goes in F3 category. Currently procesing May 2001. That is around 8.5 years.
