Need some help about process

What is the difference between USCIS Processing time date and visa bulletin date? My sister applied for me through california centre, according to USCIS Processing time - date is Sept 2000 ( I-130 - application for brother/sister), while on visa bulletin F4 category date is November 1999.

Is it possible to know what is it, my sister filed on december 2000. Any help greatly appreciated.

USCIS processing time = Time taken to process I-130 petition and sent to NVC

Visa bulletin date = The date around when NVC sends the approved petition to the consulate so that you can get immigrant visa
