I 130 petion is approved

My sister applied for me in June 2004 for us green card visa and she also made application for my brother in sometime around August 2007 but my brother's petition has been approved and now is in NVC, but mine is not approved. I hope very soon it would be approved if everything goes well. Under this circumstance I like to know about the visa for my brother as I have seen in visa bulletin that now is November 1999 running. Now my question is would it take for my brother another 8 years to get the visa because my sister applied for him in 2007? And if my petition is approved then would it take 4 and half years for getting the visa from now on as my petition was submitted in June 2004? I also like to know what cut-off date is? And how many months normally pass in every visa bulletin on in average?
I would be very grateful if somebody answer me these question because lots of depending on this issue of my life. I am in very critical position of my life so please help me answering me this query.

Hi,
Now a days, every month, cases of approx. two months are being considered! If it goes like this, 2004 case will get clear in 2 and half year's time!
