GC for nephew and niece

I'm a US citizen and wanted process GC for my Mom, nephew (6 year) and niece (10 years). My questions are :
1) howlong does the process takes for the kids?
2) If they (kids) get their GC..say in another 5 years, Do they have to come immediately ? Can they wait until their preliminary educations are done ??
3) For My mom, howlong does the process takes ?
4) Is there any difference in timings if she is in US on B2 visa v/s process while she is in India ?

How can you sponsor the green card of your nephew and niece?

You can only sponsor those listed https://www.immihelp.com/family-based-greencard/

Your mother's case will take less than 1 year.

Under F4, you can only for your brother and sister.

When their turn comes, their spouse and generally children below 21 years of age can come with them. That is how your nieces and nephews get to immigrate to the US, indirectly through your brother or sister.

Not directly like that.

And even in that case, sponsoring brother/sister is around 12 years long process.

you had mentioned that nephews and nieces can come to US thru my sister/brother. how can they come ? Is that like when my sister reaches a point where she can file I-495, she can include the kids and her husband ??
by that time the kids may be over 18 or 20 years of age.

1. Timings vary all the time. Therefore, difficult to say. Generally consular processing in India is faster than I-485 in the US.

2. As long as they are under 21 years, they are good. In case of little over 21, there is a rule called CSPA that applies.
