My sister-in-law(US citizen) wants to apply green card for her sister(my wife).The problem is my wife doen't have birth certificate.As per USCIS instruction we have to made a a affidavits:
Written statements sworn to or affirmed by two persons who were living at the time and who have personal knowledge of the event you are trying to prove.
Could anyone tell that do we need to go to notary public for that?Please answer
