F4 for brother who has 10 yr visitor visa

Hi,
My brother has 10yr multiple entry visitor visa. He was just here for a visit but is now back in India. I want to apply for F4 for him and his wife. Will this prevent him from using his visitor status in coming to USA for further visits while waiting for the F4 processing.

He can visit the US during the process of the petition with his visitor visa.
