Hi,
I'm a US citizen and want to apply for a green card for my mother but she is not in the US right now. She lives back home in Romania. My question is: does she have to come to the US first in order for me to apply for her green card or can I do it even if she remains back home (can't she pick up her green carda t the US comsulate there and use it to enter the US)?

She does not have to come here.

You can file petition for her, here in the US. Once approved, she will go through immigrant visa processing in her country.

One more question came up:
The immigrant processing either in my home country or here in the US, if my mother comes here with a tourist visa first, does it include an interview with my mother like the interview I had with my wife for my green card?
Does my mother need to know English in order to be approved for her green card? I mean, is there such a requirement by law and if so, is there an interview or a test?
