Green card for mother

I am a US citizen. My mother arrived in the US a couple of weeks back and I am looking at applying for her I-130 and I-485. I heard from a few friends of mine that I will need to wait 90 days from the start of her arrival before which I can petition for her green card.

I have tried to search the net for any information relating to this but could not find any. Could someone please confirm this restriction for me?
