iv PROCESSING FEES & i-864

I am a principal applicant - F2b category -Priority date 16may 2003.
i have filled up the ds 3032 choice of agent form and also paid the $70 AOS processing fees. However i havent got the IV processing fee bill. Any reason why it would be delayed ?
Should i submit i864 and only then would i recieve the IV processing fees or it might take a while for me to recieve it.
Also my mother had filed this petition and she was unemployed all this while and had never filed taxes..she was also NOT shown as dependant on my cousin's tax return. what should we do ..? Should a sworn affidavit be sufficient. ? My cousin is also a part of i864a and standing as sponsor to me.
