Poverty Line

Please. Help us regarding on affidavit of support if the poverty line of (100%) is 14,570 but the sponsor total annual income of yr 2009 is only 12,700 because that total annual income counted for 6 month yr taxable we are confuse if we need a joint sponsor to complete the 100% poverty line of 14,570? please help,
