Option for Kids over age 21

My friend got Visa call through F4 category with his family. All of the got visa except his daughter, who is 24 year old.

They filed in Jul 2004 and I-130 approved on Aug 2004, that's right less than a month! Never heard of! It was Vermont Processing center.

So According to Child protection act she get only one month to add which is not enough to qualify under 21.

Is there any other alternative for her to immigrate to USA?

They can petition her as soon as they enter the US, but it will be in the F2B category which has a wait for visa numbers of around 7 years (assuming she wasn't born in Mexico or the Philippines), and she can't get married during this time.
