Can you travel to US with pending I-130

Hello,

My dad has a valid B2 visa and he is in India. I'm planning to apply for I-130 for him but I was wondering whether if he could still come to US with his existing B2 visa while his I-130 is still under processing?

He can try. It will be up to the CBP officer at the POE whether or not to admit him. He will need to show strong ties to his home country in order to overcome any immigration intent, especially when they see that he has a pending I-130.
