I'm sorry this is happening to you. I think this is so unique that the only thing I can say is contact your representative for help. See other topics about that.
I think they made a mistake or two, asking a third I-693. If you got your second signed in December 2017 it must be valid until December 2018. Asking for a new one on November 2018 looks like a mistake and maybe they were referring to the one submitted in 2017. Another thing is that they change the policy (about I-693) in November 1, 2018 (you can read about it here) because your second I-693 was signed by the civil surgeon after you submitted I-485 and before November 1, 2018, now that I-693 is valid for 2 years, so the I-693 you submitted in December 2017 should still be valid until December 2019.
I hope with all the information you have, your congressman (or other person) can help in your case. They may help expedite your husband EAD and talk with USCIS so they approve the GC already.
