I-130 Petition Transfer question needs suggestions

Hi to all respected members I have a small question I filed a petition for my wife about 16 Months ago the petition went to California service center, now yesterday I receive a letter from USCIS stating that they completed a preliminary review of the application and they send the petitioned case to Vermont Service Center, now this office will make a decision on this case or if they need any additional information required.



QUESTION 1: My question is this normal now can I expect the case to be completed soon in USCIS and sent to the NVC for further processing?

QUESTION 2: And what additional Documents they can ask for?



NOTE: Priority date is current according to Vermont Service Center processing times.

It seems normal, this is what USCIS do and inform if they transfer. Did your application get approved after transferring to Vermont center? Since the processing time over there is too faster in comparison to California service center and the receipt day is now Dec 22, 2018 which passed your PD (May 2018)! right?
