Green card for sister

I want to sponsor my sister's permanent residence. She will be the F4 category. She has a daughter aged 13 born in UK. My sister has also acquired UK citizenship but she was born India.
Will they be considered UK citizens for green card or as Indian?

When I submit the I-130 I can list her daughter in the form, but does my sister have to file a different I-130 for the daughter once her consular Interview is over?
Does the daughter gets to immigrate along with my sister after consular Interview.
Do they receive green card from the US embassy in UK or do they have to land in the US to get the green card?
How long can my sister wait to enter US after the consular Interview ?

She will be chargeable to India, unless her husband was born in a different country, in which case it is possible to be chargeable to his country if he is immigrating together with them. Note that F4 for India is only 2 years behind most countries.
