rest all family based f categories of India and China are almost the same, so I was curious to know about it.

It seems you are looking at the Dates for Filing chart for September 2019. Mainland China has the same date as most countries, whereas India has a date that is further behind (along with Mexico and the Philippines). I believe that is because India, Mexico, and the Philippines have hit the 7% per country cap in this category, whereas Mainland China has not.

This is my personal opinion and is not to be construed as legal advice.

yes I was looking at the dates for filing and I was surprised because china has lot of population so how possible that it has same date as most countries and not hit that 7% per country cap.

Actually Mainland China does not currently hit the 7% cap in any family-based category. Maybe there are fewer close relative relationships in China overall due to the one-child policy.

could be the reason ? but one child policy was introduced long back in 1979 one child policy in china which was relaxed during 2013.
just 2-3 years back f4 category dates of mainland China was same as f4 category dates of India.
So just wondering what changed in 2-3 years.

Well that's because 2-3 years ago India did not hit the per country cap in F4. So the question is, why are there more sibling petitions for people born in India now?

ok thank you I understand now in short maybe more petitions are filed for India then China currently so there is gap in F4 category.
