when to send ds230 forms to nvc ?

hi can anyone tell me when should i send my ds230 forms and other civil docs to nvc. I have already paid iv bill of $400. my case is f2b. Country: India, PD: may2003.

Do i need to wait till nvc demands the forms or can i just send it as i have already paid the fees.

You need to wait until they send you Packet 3.
