Married abroad with a kid, what are my options?

Hi my wife who i met abroad in thailand many years ago got married in 2013/14 and we had a kid 3 years ago. The child has a USA and Thai passport now and I was wondering what are the options for my wife in terms of coming to the states? Is the fastest way for her to come with the child to USA to apply I130 first and green card? Or can you apply for a visa while a I130 application is sent in ?
